The ProjectThe City of Belgrade is restructuring solid waste disposal activities, through the first Public-Private Partnership (PPP) in the municipal solid waste sector in Serbia; and it has hired the International Finance Corporation (IFC), a member of the World Bank Group, as its lead advisor for the structuring and implementation of the PPP. The municipal company, Gradska Cistoca, is currently responsible for the collection and disposal of approximately 560,000 tons of municipal solid waste per year in Belgrade. The PPP will consist of a long-term concession contract with a private partner, for the operation of the Vinča landfill, located in the Osljan valley. The project will include:

Waste Disposal in BelgradeThe municipal company Gradska Cistoca (GC) is currently responsible for the collection and disposal of approximately 560.000 tons of municipal solid waste per year in Belgrade. The Vinca landfill is the key waste disposal facility for the greater Belgrade area servicing the 10 urban municipalities and 2 of the 7 suburban municipalities. In 2005 about 530,000 MT of waste was accepted at the Vinca landfill of which 430,000 MT of household waste was collected by GC. The present annual waste deposition at the Vinca landfill represents a significant (30%) increase in waste amounts over the past five years reflecting both inclusion of the two suburban municipalities and a general recovery in the Serbian economy. The 2005 data are based on weighed in amounts and can be assumed to be an accurate representation of the amount of waste coming to the landfill. The present unit waste generation amounts to about 330 kg/capita, which is similar to the average Central and Eastern Europe unit generation. In 2005 GC collected approximately 430,000 tonnes of the waste landfilled. With an estimated amount of recycled waste of about 23,000 tonnes, this means that the waste for landfill from other sources, mainly enterprises, was about 123,000 tonnes. The population covered by the waste collection service was about 1.3 million, which results in a unit generation of about 330 kg/capita and year, which compares well with the average CEE unit generation, which in 2003 was reported as 336 kg/capita/year (European Topic Centre for Waste).
